[fvc-wat-disc] New insert

I like the idea of the insert.  Do we have any volunteers to write it?

Hi folks:

There's been talk about making up a new insert.

I had some ideas around this:

- it should be able to go into either brochure.
- it should be the same size as a brochure panel,
so it doesn't fall out. 
- it should emphasize the referendum date and the question
- it should encourage people to spread the word, and share
these brochures
- all important information should be on the front, so people
don't miss it 
- maybe put some interesting facts on the back
(last time we had a real majority government, last time we
had a referendum, etc.)

Thoughts?
