[fvc-wat-disc] Fwd: MMP Waterloo Region Surplus

When I went by the pixel board today, there was a black hole in the
middle that wasn't working, so you couldn't read anything (on the east
side).

We talked about this on Tuesday, and figured it wasn't much bang for
our buck.  We can reconsider that if you really think it's important.
