First election in Tunisia. They are using a closed list PR system, most common in Europe, with districts of 5-9 seats. There are up 80 parties with lists on the voter's ballot, many of them only running in certain regions. The article I read yesterday said that there is a polling ban during the campaign to prevent tactical voting. It could result in a first legislature consisting of dozens of parties winning one seat. Yet not once did the CBC story comment that it would be "complicated", "chaotic", "unaccountable", "unstable" or any of the baloney we get when somebody proposes a system in Canada whereby 3 or 4 stable parties with broad based support would have to figure out how to cooperate!! Instead, it's all about the wonders of voters having choices...
