[fvc-wat-disc] Ranked ballot used to elect Speaker of the House

Apparently, the Speaker of the House was, for the first time ever,
elected using a ranked ballot and IRV (entirely appropriate, since
this is for a single-winner position).

I haven't seen any other info about this other than Kady O'Malley's
Twitterstream:
