Not trying to be cynical but, in light of Canada's typical low voter 
turnout, consider the definition of complacency.
A feeling of quiet pleasure or security, often while unaware of some 
potential danger, defect, or the like; self-satisfaction or smug 
satisfaction with an existing situation, condition, etc.
On a number of occasions I have had the experience of talking to individuals 
or groups who, once they hear about the defects of FPTP, agree that change 
is appropriate.
Public education! Public education! Public education!
If neither the government nor the media are going to do it, how is it to be 
done???
