In 2005, there was a plebiscite about changing the electoral system.
Turnout was 36%.  Voters opted to keep FPTP.  The voters had spoken.

In 2015, there was a plebiscite about changing the electoral system.
Turnout was 36%.  Voters opted to change to MMP.  There wasn't enough
voters.
