[fvc-wat-disc] CPJ stmt on PR

Thank you for sharing CPJ's brief, it is beautifully written. The need for
change and why PR is so reasonably presented.

I will be speaking with a class at Waterloo Lutheran Seminary about
electoral reform in early March and will open with this letter.  It seems
most appropriate.
