[fvc-wat-disc] Motion to Concur with Election Reform Committee Report

It's a good idea to make a copy of everything just in case for one day -
because I am paranoid. They had the educational site about the
consultations. They archived that but before they did they erased sentences
about why FPTP needs to go. Like, if they delete that, the problem no
longer exists.
