[fvc-wat-disc] City of Toronto: Opportunity for the first Mixed Form of Proportional Representation in Ontario?

I have noticed in the press the Premier of Ontario's intent to reduce the
number of City Counsellors in the City of Toronto and redraw the Ward
boundaries.
There are always the unintended side effects and understandably much
opposition.

If Premier Ford does succeed with his intentions--- why he is doing this
for the life of me I can't understand----it may open the door for a Mixed
form of Proportional Representation in the City of Toronto.

Consider for a moment that the number of Counsellors is reduced, and the
new Wards re-drawn to align closely with boundaries at the Provincial and
Federal electoral geographical boundaries.

There will be opposition, but Doug Ford has been successful.
People may demand more Counsellors to represent them but Doug Ford has been
successful. One solution may be to completely reverse his decision. Another
solution may be to retain the reduced geographical boundaries and use a
process like proportional representation to elect the additional
representatives to the City of Toronto.

What do you think? am I being naive, or am I onto something?
