[fvc-wat-disc] PR in Quebec

Hi folks:

Did you see that the opposition parties in Quebec made a pledge to
implement PR, tabling legislation by 2019 if elected?

One of them, the CAQ, is currently leading in the polls,  and the election
is in October.

Hoping those dominoes start falling soon.
