[fvc-wat-disc] PR in the news

I guess I can imagine a PR country that operates completely with closed list PR where there is no local choice at all of candidates could look at FPTP.
Not exactly a stampede.
Would be interesting to know which country in Latin America and the circumstances.

I am pretty sure there is at least one other country in Latin America
that has moved from List PR to FPTP, but I am having trouble tracking
it down.
