[fvc-wat-disc] Article linking electoral reform with Liberal's plan to subsidize news media

I subscribe to the Tyee and enjoy many of the articles.

However, after watching the SNC soap opera, news on the Norman affair don't
expect the Liberals to be more forthcoming or liberal. That comment applies
to the Cons too.
