[fvc-wat-disc] chapter meeting via Zoom this month

Hi, All
Congratulations to Jonathan on his election to National Council!

I imagine everyone is past ready to have a meeting, after missing a couple
of months.
We can use FAir Vote Canada's Zoom account for the meeting, which will
allow us to meet for longer than 40 minutes, but the National Council has a
recurring committee meeting on Wednesday evenings.

I am suggesting that we change our meeting day to the last Thursday of each
month for the time being, so we can use this Zoom account.

Let me know if this change will be a difficulty for anyone, or if you have
any other ideas.
