[fvc-wat-disc] Voting Rights initiatives in the US

Thank you Kevin.  This is interesting.  I haven't finished the article but
US ballot measures seem to be roughly equivalent to referendums and we know
how they go.  As always, look to what worked and learn from what didn't and
move on.  We were talking about ballot measures in our house at the time of
the election and one of my sons thought they were great things as they are
direct democracy in action except of course when it comes to educated
policy making as in a Citizens' Assembly vs. uneducated policy making which
results in situations that arise around taxation for example.  In
California, citizens vote to reduce taxes leaving the state with a reduced
tax base to use to provide services like education.
