Senators can put forward bills just as MP's, the only real difference
between them is all bills must go to the Senate for approval and any bill
from an MP or Senator  is read, debated and can be changed before it goes
to a final vote after three readings in its finale from, once a bill passes
the Senate, it becomes Law and goes to the GG for Royal  approval, in
theory, the GG has the right to reject a law if it's deemed not in the
interests of the Nation, but in practice, the GG Just puts the Royal stamp
on the bill[paper] to make it official, I think the last time a GG
rejected a Law was in the 1930s and that kick off the PM so much, he calls
an election on the issue[with the ok of the GG, as the PM cannot call an
election without the ok of the GG, during the election, most agreed with
the view point of the PM and in throy[paitace], since then the GG must go
along with anylaw and do what the PM wants[but by law the GG still has the
right to not give royal approve  to a law and can say no to a PM,if the PM
wants an election and the GG has the right to dismiss the PM from office
and ask another of the  rulingparty or another party leader to from a
government[i think the last time that happened was in the 1920's]if the
said person cannot from a government or has not the support of the
house,then another election must be called[case excample-Isreal] also  at
one time, Senators could serve as PM and party leader,but am not sure that
is allowed anymore?.. I know that at one time one could be an MPP and MP at
the same time[case point the 2nd PM]but in the 1870s or 1880's'that was
made illegal and those at the time, had to chose which office to give up
and which to keep!. He chose to give up his ONT MPP seat and keep his
federal ONT seat--he is the one who created the   Royal Canadian Mounted
Police, as known since 1920[  formerly (until 1920) northwest Mounted
*Police*, by name, Mounties, *Canada's federal police force*. It is also
the provincial and criminal *police* establishment in all provinces except
Ontario and Quebec and the only *police force* in the Yukon and Northwest
territories.
