[fvc-wat-disc] pro ER column by Geoffrey Stevens

It's great to have support for PR wherever we can get it.  It is an odd
article though.  The main argument is that our heads are filled with all
this information about electoral alternatives that won't be put to use, so
use it before we lose it.  Is that tongue-in-cheek? I'm not sure.  LOL
