    <p>lots of comments on this article.  I haven't read them all, by
      any means, but I especially liked this comment.  However, although
      it was easy to establish that Belarus is really <u>way</u> behind
      in the democracy stakes, it seems that it has a two round system. 
      It's really hard to be knowledgeable enough to get involved in
      conversations.<br>
