Steve Withers hasn't mentioned any limit, and in fact he recommends
requesting a huge amount. Apparently they (Publications Ontario) are running
short and we want to trigger a "huge" print run. He says to ask for at least
10000, but since this might be all we get until the end of the campaign, I
would suggest we go for a higher number. 20000?
