[fvc-wat-disc] Cleanup

We lost the referendum because the populace wasn't informed. I would hardly
consider it a "rejection", as the media is saying. There is a chance we will
have another referendum, especially if we continue to plug away and further
polling indicates a higher level of support for the system. Either way, I
don't think the low chance of having another referendum justifies recycling
$1500 worth of signs.
