In any of these places where debates are being held but the distribution of
OCA literature is banned, are there public spaces near the debates where
literature can be handed out? For example, if a debate is being held in a
school, there is no rason 2 people couldn't stand on the sidewalk in front
of the entrance and hand out flyers there. You couldn't set up a table, but
you could still distribute literature.
