[fvc-wat-disc] Riding Captains

I have been acting as the "riding captain" for Kitchener-Waterloo. This just
means that they will send you a new volunteer every once in a while.

As for the provincial campaign, they seem disorganized and uninformed about
what is happening outside of Toronto and Ottawa. For example, they have been
telling people that you can only get lawn signs if you live in these two
areas. I think it's best if we go with whatever structure they have set up
and just hook people into our campaign via the mailing lists once we get
their contact info. I usually offer to put them on digest mode for the
discussion list, since it can get kind of busy.

I'm happy to continue as Kitchener-Waterloo riding captain, but if Brian
wants to do it, then that's fine with me too. I don't have strong feelings
either way.
