[fvc-wat-disc] Referendum (Re: fvc-wat-disc Digest, Vol 92, Issue 20)

I don't think it is even a time when imposing anything on the populace 
is an issue.  When *anyone* (unblinded by partisanship or greed due to 
disproportional representation) understands why we need electoral 
reform, the idea is far from unpopular.

I have no doubt at all the PEI government is sandbagging the plebiscite 
result at least in part due to pressure from above.
