[fvc-wat-disc] Even NDP win won't stop Ford

It's important to remember that in 2015 at this time, we were pretty sure
we had achieved the minority we were aiming for.  But we overshot that
significantly, so maybe this time we overshoot the Ford government into a
Horwath minority!
