[fvc-wat-disc] Karen Redman comments on ranked ballots

And to be fair, that was a disappointing comment from Rob as well!  Maybe
we get STV by bringing it in on the sly?  Is that what they're saying?
Mind you, for Regional Chair it is AV anyway, because you are only electing
a one.
